How to Manage VA Benefits While Living Abroad

Raquel Mejía6 min readFMP Program Info

Living in Colombia does not automatically cancel your VA benefits. It does mean you need to manage each benefit by its own rules instead of assuming every payment, claim, or service will continue without interruption.

This guide covers the main tasks beyond the Foreign Medical Program (FMP), using official sources checked August 18, 2026. It is general information, not legal or medical advice; confirm case-specific requirements with VA before making financial or health-care decisions.

Before You Begin

Gather your latest VA decision letters, a physical address in Colombia, current phone and email details, banking information, and any open notices or deadlines. Then use one repeatable process:

Five-step sequence for managing VA benefits abroad: update details, check the rules, confirm the process, save deadlines, and reply quickly

  1. Update your contact details.
  2. Check the exact benefit rules.
  3. Confirm the payment or claim route.
  4. Save records and deadlines.
  5. Respond quickly to VA requests.

Keep Compensation and Pension Current

VA says most benefits, including disability compensation and pension, are generally payable abroad. That is not a promise of uninterrupted payment: eligibility reviews, evidence requests, examinations, sanctions, and payment-delivery rules can still affect your case.

Update your address and contact details through VA.gov, but remember that some programs keep separate records. Read every VA notice and report changes that affect eligibility, such as income, assets, dependents, or marital status.

Routine annual pension Eligibility Verification Reports ended in 2013. You still need to answer an individual evidence request if VA sends one. If you receive pension and want Aid and Attendance or Housebound benefits, confirm the overseas requirements with VA for your case.

For payments, the U.S. Treasury supports International Direct Deposit through participating foreign banks. Treasury says it does not charge a currency-conversion fee, although your bank may charge fees. Do not rely on a guaranteed delivery time or paper-check option.

Verify Education Benefits Program by Program

GI Bill use at a foreign school depends on approval of the exact program at the exact institution. The school, not the student, must request approval. Check the live GI Bill Comparison Tool before enrolling or paying tuition; a school name alone does not prove that your program qualifies.

VA rates change by academic year and your payment depends on eligibility, benefit tier, and course load. Review the current foreign-school guidance rather than relying on an old dollar amount or list of Colombian schools.

Separate CHAMPVA from FMP

FMP covers eligible veterans for qualifying care abroad. CHAMPVA is a separate program for eligible spouses, dependents, and survivors.

For CHAMPVA, current VA instructions allow online or mail filing. A claim generally needs VA Form 10-7959A, proof of payment, and an itemized bill, and must be filed within one year of care or hospital discharge. Use the current CHAMPVA claim instructions because addresses and payment procedures change.

For FMP, confirm how VA will reimburse an international bank account before depending on a payment route. VA’s current public instructions contain conflicting language about international direct deposit and mailed Treasury checks.

Protect Claims and VA.gov Access

If you have a non-U.S. address, VA directs you to the ID.me overseas verification process, which generally includes selecting “I don’t live in the United States” and completing a video call.

For a claim examination, keep your physical address, phone, and email current. VA says it will try to schedule the exam near your overseas home, but it does not reimburse travel for examinations outside the United States. If you cannot attend, contact the assigned examiner and VA promptly. The effect of a missed exam depends on your claim type; it is not an automatic denial in every case.

You may get help from a VA-accredited representative. A representative can assist from the United States, but appointing one is not required.

Know Which Benefits Have Location Limits

A regular VA-backed purchase loan cannot finance property in Colombia. It is limited to property in the United States, its territories, or possessions.

FMP does not cover care received in the United States or U.S. territories. Before returning, verify your domestic VA health-care enrollment, update your address, contact the VA facility you plan to use, and arrange interim or emergency coverage. VA has not published one complete, guaranteed FMP-to-domestic-care transition timeline.

If an eligible veteran dies abroad, some transportation expenses may qualify when remains are moved for burial in a qualifying national or veterans cemetery. Burial allowances and headstones also have case-specific rules. Families should confirm eligibility with VA before committing to costs.

What to Watch For

  • Old contact information: use the current Veterans Living Overseas page or Ask VA instead of numbers copied from older articles.
  • Unverified promises: no one can guarantee uninterrupted payments, a specific Colombian GI Bill program, or a fixed examination process.
  • One address for every appeal: Supplemental Claims, Higher-Level Reviews, and Board Appeals use different forms and submission routes.
  • Embassy assumptions: current official sources do not confirm that Embassy Bogotá accepts VA claims.

When to Get Help

Use Ask VA when payment instructions conflict, a deadline is close, or your case involves Aid and Attendance, a Colombian school, an overseas examination, returning to U.S. care, or burial transportation. Keep a copy of the question, response, date, and any confirmation number with your records.
